This maturity model gives a Cyber Threat Intelligence (CTI) team a shared vocabulary for assessing where its program stands today and a defensible roadmap for where it should go next. Rather than scoring a single number, the model assesses seven dimensions across the intelligence lifecycle: requirements, collection, processing, analysis, dissemination, feedback, and the underlying people, process, and technology that sustain them. Read each level from the bottom up and self-place against the checklist markers; an honest program usually sits at different levels across different dimensions, and that unevenness is itself a finding. Use the lowest dimension as the constraint that limits the value the whole program can deliver, and prioritise the move-up actions that lift that constraint first. Maturity is not the goal in itself: the goal is intelligence that demonstrably changes decisions, and every level should be justified by the decisions it improves.
